I encountered this issue and read the previous input. I am a novice at best and so here is how I overcame the issue:
I did clean up the file by deleting 7-8 small .pngs that I did not need, but importantly (I think) when I re-created the image frame I wanted, rather than exporting as a .png, I changed it (to test) to a .jpg. I inserted teh .jpg and all worked fine. I reverted my saving style back to .png for future frame exports.
So — I do not feel the deletion of the 7-8 small images corrected it…maybe it was a corruptness in the frame export? Just glad it is fixed and I can move on.
BTW — thanks to all of you that share experiences/guidance — sure is beneficial

That’s ridiculous that none of those are working for you! What version of Premiere Pro are you on? Also, what MacOS are you on, as well? Yeah, I suppose Handbrake would be the next thing to try.

Save the project
Close Adobe Premiere
Rename the file that is giving this error
Launch Adobe Premiere again
It will say file not found (Because we renamed it)
Click on locate and then browse the renamed File
Hopefully it will work, it has worked for me 3 to 4 times

Found a fix 
In Premiere Pro, go to sequence and select delete render files. Then select all of the videos necessary in your timeline and go to sequence and select render selection. I had this same exact problem as you have. Hope this helps

Found a fix 
In Premiere Pro, go to sequence and select delete render files. Then select all of the videos necessary in your timeline and go to sequence and select render selection. I had this same exact problem as you have. Hope this helps

Premiere pro error: Frame substitution recursion attempt aborting after multiple attempts on file
Hi,
Yesterday I imported some AAF video files from AVID to Premiere Pro 2020. This all sort of worked, with some conforming needed.
Today I entered my project, and got the error «Frame substitution recursion attempt aborting after multiple attempts on file». All the files are still working and linking properly, but are just giving a black screen in premiere.
I already tried relinking the clips that got the error. Put them offline and relinking them again. Going to previous auto-saves. Making new AAF video files. But the error keeps occurring. It just gives the error on one fourth of the clips.
