Ошибка net framework 0x800713ec

I downloaded and tried to install the .NET Framework 4.7.2 Targeting Pack. When the downloaded installer runs it produces this error for unknown reasons:

enter image description here

Note that I am in the USA and have not downloaded an Asia-specific installer (AFAIK), so that part of the error makes no sense to me. The computer I’m installing on has unmodified English / US settings. It is running Windows 7 in a virtual machine.

The first lines of the log file which appear to show errors are:

[11C8:0AB4][2018-12-11T07:27:41]e000: Error 0x800713ec: Process returned error: 0x13ec

[1228:1730][2018-12-11T07:27:41]e000: Error 0x800713ec: Failed to configure per-machine EXE package.

I’ve found a similar posting on a MSFT forum but without any solution:

There are also some other failures installing other things with similar errors:

  • visual studio 2013 error on installation microsoft.net framework 4.51

But no definitive solution that I can see.

Thanks

The problem was: not enough disk space.

The disk wasn’t full but was running low, so I made some room and then it installed OK.

I inferred this from reading about other similar errors, though none specific to .NET framework components. Therefore this is probably the cause of many cases of “Error 0x800713ec - Asia" even in other circumstances.

I have no idea why such a meaningless error is used, or why the logs are so unclear as well.

I got this error on Windows Server 2008 R2, installing from a shared drive.
The server had plenty of free space.

I moved the .exe to a local path and tried again. This time it worked.

Did you encounter the 0x800713ec error while installing .NET Framework on Windows 10 PC? Well, in this post, we discuss the probable reasons that may cause this bug along with 4 different ways to fix it. The Visual Studio requires a valid .NET Framework file running on the computer so that its different components work smoothly.

If you start the Visual Studio with no framework files, this may attempt to download the required files online. While doing so, in case there is not enough space on the HDD, this may cause the 0x800713ec error. Since this issue typically arises owing to less storage, we suggest freeing-up hard drive spaces using Disk Cleanup Tool. If the error persists even after this, try some advanced workarounds discussed in this article. Let’s explore the solutions in detail –

To solve the .NET Framework Error Code 0x800713ec on Windows 10, try the following suggestions –

1] Use Cleanmgr to Free Up Disk Space

The insufficient disk space is apparently the root cause behind the 0x800713ec error on Windows 10. So, cleaning unnecessary stored cache or unused system files may solve this trouble. To Free up the spaces on the hard drive, try running the Disk Cleanup tool. Here’s how to do this –

  • Jointly press Win+R to invoke the Run dialog.
  • Type “cleanmgr” at the void and hit Enter.
  • When the Disk Cleanup pop-up comes into view, select “C:/” using the drop-down menu.
  • Click OK to proceed further. This will launch a new window containing the files that you can delete.
  • Tap “Cleanup system files” and re-select the “C:/” drive on the upcoming pop-up window.
  • Mark each one of the checkboxes available here.

Note: If you are on Windows 10 version 1809 or prior, make sure to uncheck the box left of “Downloads“.

  • Hit “OK” to start freeing up spaces on the root drive.

0x800713ec

  • Once this is over, Restart Windows to implement the recent changes.

2] Upgrade .NET Framework version to 4.6.2 from 4.5.2

Remaining on earlier versions of .NET frameworks may also lead to the 0x800713ec error. Hence, check whether your PC supports .NET framework version 4.6.2 or not. If yes, make sure to download and install it on your device. Here we have included the direct links of both versions 4.5.2 and 4.6.1 –

Note: Go for the version 4.5.2 only if your system is not compatible with the latest version.

  • Download Microsoft .NET Framework 4.5.2
  • Download Microsoft .NET Framework 4.6.1

3] Disable Third-Party Antivirus Application

In certain scenarios, a third-party antivirus program starts interfering with the core system files. Once it blocks the .NET Framework files, the 0x800713ec error starts appearing on the computer. To get rid of this bug, we suggest disabling the 3rd-party antivirus application on Windows 10.

Microsoft provides a great security tool that can take care of different bugs and errors on the computer. This is none other than Windows Security. Moreover, they release security-patches every second Tuesday that keep it updated.

4] Check for Quarantine items inside Microsoft Defender

At times, Windows Security blocks several files that it finds malicious. There is a possibility that it had mistakenly placed .NET or WaterGEMS files in quarantine. If that’s the case, you need to re-enable the essential files back into usage. Here’s how to do this –

  • Go to the notification panel on the taskbar and hit the Shield icon.
  • Select the “Virus & threat protection” and head over to the right side.
  • Click “Protection history” and check whether it consists of any quarantined items or not.

Windows Security

  • If yes, look for any files resembling .NET Frameworks.
  • In case you find any, select the item and hit restore.

Alternatively, you may also restore quarantined items running a single code on the Command Prompt (Admin). To do this, use the below steps –

  • Type “cmd” in the search bar, right-click on the top result, and select “Run as Administrator“.
  • On the elevated console, execute the below command –

“%ProgramFiles%Windows DefenderMpCmdRun.exe” –Restore –Name EUS:Win32/CustomEnterpriseBlock –All

  • In the above command, EUS:Win32/CustomEnterpriseBlock!cl is the threat name.

Note: Windows Security will restore all custom blocked files that you have accidentally quarantined in the last 30 days.

You might have encountered error 0x800713ec with a message – Setup failed while trying to install .Net Framework 4.5.1, 4.5.2, 4.7.2, 4.8, or another version. Sometimes the same issue may also occur when you install an application that will use .Net Framework. Messages in all cases suggest to fix the leading cause and then try to run the setup again. The error code seems to appear even though you have updated the Windows 10 or older editions to the most recent one.

.NET Framework file is always a prerequisite for running a visual Studio on the computer so that its various other components can work smoothly. .NET is a huge platform holding the collection of technologies in order to develop applications for Windows, iOS, Linux, Android, Mac, and others. Meanwhile, if there is no enough space in the System drive or Hard Disk, the process will end up showing Microsoft .NET Framework error code 0x800713ec in Windows 10. As a solution to this problem, freeing up space using disk cleanup tool will help. However, we will discuss some powerful ways to fix error 0x800713ec in Windows 10 in the below section.

Here is how to fix Microsoft .NET Framework error code 0x800713ec in Windows 10 –

1] Free up space in the HDD/SSD using Disk Cleanup tool

The main reason for which Microsoft .NET Framework error code 0x800713ec in Windows 10 will occur is lack of space in the hard disk drive. There might be certain unnecessary items in the disk space that have no longer any valid use. Previous Windows Update files, Restore Point data, Shader cache, browsing data, and downloaded files can be named as junk.

Don’t worry, you can easily evacuate them in order to make some more space in the HDD or SDD using Disk Cleaning tool. To run the Disk Cleanup, follow the below guidelines –

  1. Click the Start, type in cleanmgr, and hit the Enter.
  2. Select  – (C:).
  3. Press the Enter.
  4. Click the Clean up system files after completion.
  5. Again select (C:) and click the Ok.
  6. Check all the boxes (as per your preference).
  7. Next, select the Ok.
  8. From the confirmation popup, click Delete files.

  1. Restart the computer to make these changes effective.

2] Unblock files in Windows Security to fix Microsoft .Net Framework 4.6 returned code 0x800713ec

Windows Security is the top class anti-malware program especially constructed with a robust structure for Windows 10. Unfortunately, it may sometimes misinterpret a few necessary files as malicious and blocks them. It might also place the.NET or WaterGEMS files in the list of blocked items and you can encounter error code 0x800713ec in Windows 10.

As a part of the solution, you can check the blocked items in Windows Security and eventually unblock them. To do that, follow the below instructions –

  1. Press the Win+S, type Security, and hit Enter.
  2. Select the Virus & threat protection.
  3. On the right, click Protection history.
  4. Check if there are any blocked items in the list.
  5. If there is any, find out files that support .NET Framework.
  6. Click it and select the Yes on User account control.
  7. Choose Actions.
  8. Select the allow.

If you want to use command prompt to unblock the threats or files rather then follow –

  1. Press the Win+R and type in cmd.
  2. Hit the Ctrl+Shift+Enter.
  3. Once the admin command prompt appears, copy and paste the following text.
“%ProgramFiles%Windows DefenderMpCmdRun.exe” –Restore –Name SoftwareBundler:Win32/Claria.A –All

Note – Here SoftwareBundler:Win32/Claria.A is the name of blocked file.

  1. Hit the Enter.

3] Upgrade .NET Framework version to the latest one

Commonly the older versions of .NET frameworks may cause trouble and you can encounter the error. Therefore you can upgrade the .NET framework to an updated version as a 0x800713ec solution to this problem.

If your computer is well compatible with the .NET framework version 4.6.2 download it and install it soon. Otherwise, you can also install the versions 4.5.2 and 4.6.1 version too from the Microsoft website. Follow the below steps to accomplish –

  1. Click the following links to access Microsoft’s website for .NET framework –

Microsoft .NET Framework 4.6.1

Microsoft .NET Framework 4.5.2

  1. Click the Download.
  2. Install them in the system after downloading gets over.

4] Uninstall or disable 3rd party antimalware program

A third party anti-malware tool in Windows 10 is completely unnecessary and often found to cause additional trouble. In the past, anti-malware programs are a must in order to keep the systems free from trouble and strengthen security. Windows Security has the most robust design to defend any kind of viruses, spyware, worms, etc. The utility also receives updates and patches at a regular interval automatically which is a great relief too.

However, a third party anti-virus sometimes interferes with critical system resources and blocks them. Similar steps can lead the system to generate the Microsoft .NET Framework error code 0x800713ec in Windows 10. Therefore, uninstall the third-party antivirus program now using the below instructions –

  1. Press the Windows logo, type in appwiz.cpl, and then hit Enter.
  2. Locate the 3rd party antimalware application in the Program and Features window.
  3. Right-click it and select the Uninstall.

Uninstall or disable 3rd party antimalware program

  1. Follow instructions and complete uninstalling app.
  2. Restart Windows 10 and make changes effective.

You can disable the antimalware either using the following steps –

  1. Click the System tray Up arrow from the taskbar.
  2. Right-click on the antimalware application icon here and choose Disable.
  3. You can select – For 1 hour or 2 hours instead if the software provides the options

Methods:
1] Free up space in the HDD/SSD using Disk Cleanup tool
2] Check and unblock the necessary blocked files in Windows Security
3] Upgrade .NET Framework version to the latest one
4] Disable third party anti-virus program

That’s all!!

Repair any Windows problems such as Blue/Black Screen, DLL, Exe, application, Regisrty error and quickly recover system from issues using Reimage.
