У меня была похожая проблема на Ubuntu 18.04, которая сохранилась после установки всех зависимостей, перечисленных в других ответах.
Запуск nm-connection-editor
из терминала привел к появлению следующего предупреждения
** (nm-connection-editor:8495): WARNING **: 19:18:23.811: Could not load editor VPN plugin for «org.freedesktop.NetworkManager.l2tp»
(отсутствует файл плагина
«/usr/lib/x86_64-linux-gnu/NetworkManager/libnm-vpn-plugin-l2tp-editor.so»).
и ответ на него был
sudo apt install network-manager-l2tp-gnome
sudo service network-manager restart
как указано в Как подключиться к L2TP через IPsec с помощью Network Manager?.

Run
sudo apt-get install openvpn network-manager-openvpn network-manager-openvpn-gnome
This will prompt for both your password, and a Y/n answer, please provide it with your password, and Y.

connection, like with FritzBox routers, run
sudo apt install network-manager-vpnc network-manager-vpnc-gnome

- Install the missing dependency via
sudo apt-get install network-manager-XYZ-gnome
, i.e. using one of
- network-manager-l2tp-gnome
- network-manager-openconnect-gnome
- network-manager-pptp-gnome
- network-manager-vpnc-gnome
- network-manager-openvpn-gnome
- …
With the missing /usr/lib/x86_64-linux-gnu/NetworkManager/libnm-vpn-plugin-XYZ-editor.so now installed on your system, the network editor will continue working like a charm.

I am using IPVanish and I’m also trying to follow the tutorial but I am never able to enter my credentials and I see the
«unable to load VPN Connection editor» message.
On another note, I also tried importing the .ovpn file provided by IPVanish but I get an error message saying «Cannot import VPN connection» and that the file could not be read.

David above is correct. You need to install NetworkManager-openconnect-gnome.
sudo dnf install NetworkManager-openconnect-gnome
After I did this, the VPN settings dialog was restored, and I no longer had the «unable to load VPN connection editor» message.
Probably this is a new package for F25, so it wasn’t already installed.
